Mansa Devi Temple, Haridwar

The Mansa Devi Temple stands on Bilwa Parvat, a hill of the Shivalik range above Haridwar, and is one of the city's Panch Tirth, its five holy places. Pilgrims reach it on foot, a climb of about 3 km, or by the Mansa Devi ropeway, known locally as Udan Khatola.

EvergreenChecked on Fri 16 Oct 2026

The temple and its traditions do not change from year to year. Temple hours are as listed by the Ministry of Tourism, and ropeway hours as shown on the operator's website, both read on 16 October 2026; they can change. Arrangements at the temple and the ropeway for the 2027 Kumbh are not announced.

It is a place of darshan, not a Kumbh bathing ghat. With the Chandi Devi and Maya Devi temples it forms what Uttarakhand Tourism calls Haridwar's Siddhapeeth triangle.

The Mansa Devi tradition

Pilgrims believe that Mansa Devi fulfils the wishes of those who come to her with faith. The Ministry of Tourism describes her as revered as the goddess of snakes who grants wishes, and calls the temple one of the most ancient Siddh Peeth sites. In the sanctum, it says, she is seen in two forms: one with eight arms, and one with three heads and five arms.

Devotees tie a thread to the branches of a tree in the temple complex when they make a wish, and come back to untie it when the wish is fulfilled. Coconuts, flowers and incense are the usual offerings.

The Ministry’s account of the temple’s origin is a legend: a cow is said to have offered its milk every morning to three stones on the hilltop, which devotees came to see as holy stones linked with the goddess Sati. The ropeway operator gives another tradition, that the goddess was born from the mind of the sage Kashyap.

The Ministry of Tourism says the present temple was built between 1811 and 1815 by Maharaja Gopal Singh of Manimajra. We have not found a second official source for those dates.

Nagar Nigam Haridwar and Uttarakhand Tourism list Bilwa Tirtha, the Mansa Devi Temple, among Haridwar’s Panch Tirth. The others are Gangadwara (Har Ki Pauri), Kushwart Ghat, Kankhal and Neel Parvat, the hill of the Chandi Devi Temple.

Getting up to the temple: on foot or by ropeway

Uttarakhand Tourism says you can climb around 3 km to the temple on foot, or take the ropeway popularly called the Mansa Devi Udankhatola. The Ministry of Tourism describes the footpath as winding trails with gentle slopes and some rough stretches.

The ropeway is run by Usha Breco Limited under its Udan Khatola name. Its lower station is on Railway Road, Haridwar, and it has run since 1981, according to the operator. The figures below are from the operator’s website, read on 16 October 2026.

  • Ride: 576 metres long, rising 171 metres, in about 2 minutes, in cabins for four people.
  • Hours: 6:00 AM to 7:00 PM. The temple stays open later than the ropeway, so if you ride up, check the time of the last cabin down.
  • Tickets: the operator sells a combined ticket for the Mansa Devi and Chandi Devi ropeways. Check the current fare at the counter or on the operator’s website.
  • Tickets: sold at the ropeway and on the operator’s own website, udankhatola.com. One-way and return tickets are both available, the FAQ says.
  • Access: the operator says a wheelchair is available at each of its ropeways and that passengers with disabilities get priority boarding.
  • Rules: food is not allowed in the cabins, and in the monsoon the ropeway runs only when the weather allows.

Mansa Devi during the Kumbh

Nothing about the temple or the ropeway has been announced for 2027. This is what is known so far.

  • The Haridwar Kumbh runs from Thursday 14 January to Tuesday 20 April 2027, with eleven bathing days at Har Ki Pauri listed on the official website (Provisional). All of them are on the dates page.
  • Chaitra Navratri falls inside the Kumbh. It begins on Nav Samvatsar, Wednesday 7 April 2027, and ends on Ram Navami, Thursday 15 April; both are listed bathing days. On the first day of Chaitra Navratri in 2026, DD News reported large numbers of devotees at the Mansa Devi Temple.
  • In February 2026 the Chief Minister laid the foundation stone for 34 Kumbh works. One of them is the development of pilgrim facilities on the Chandi Devi and Mansa Devi temple routes. That work has started, not finished. See Haridwar Kumbh updates.
  • Whether the temple’s or the ropeway’s hours change on the bathing days is not announced. Amrit Snan days usually draw the most pilgrims to Haridwar; follow police and mela instructions on the day.

How Mansa Devi fits a Kumbh visit

The Mansa Devi Temple is a hill shrine for darshan. It does not take the place of a bath at Har Ki Pauri or at another ghat the mela administration opens for the day. The Haridwar ghats guide explains the wider holy area.

The ropeway operator sells a combined ticket with the Chandi Devi ropeway across the river. Check hours and fares at the ropeway or on the operator’s website on the day you go.
